I SPECIAL NOTICES
STELLWAGEN BANK NATIONAL MARINE SANCTUARY
The severely endangered Right Whale is a regular visitor to
Massachusetts coastal waters. It is a slow moving animal that is prone to being
involved in collisions with vessels. The National Oceanic and Atmospheric
Administration (NOAA) has designated Cape Cod Bay and the region east of Cape
Cod as Critical Habitat for this species, and has identified the Stellwagen
Bank National Marine Sanctuary as an additional area of importance to the Right
Whale. Vessel operators are reminded to use caution around Right Whales. Intentional
close approach to Right Whales is prohibited and may result in a violation of
federal or Massachusetts state law. The coordinates of the three federal areas
of special concern are:
Stellwagen Bank National Marine Sanctuary - bounded by: 42
45 59N, 70 13 01W; 42 05 35N, 70 02 08W; 42 07 44N, 70 28 15W;
42 32 53N, 70 35 52W; and 42 39 04N, 70 30 11W.
Critical Habitat Area/Cape Cod Bay - bounded by: 42 04 48N,
70 10 00W; 42 12 00N, 70 15 00W; 42 12 00N, 70 30 00W; 41 46 48N, 70 30 00W and
on the south and east by the interior shore line of Cape Cod, MA.
Critical Habitat Area/Great South Channel - bounded by: 41
40 00N, 69 45 00W; 41 00 00N, 69 05 00W; 41 38 00N, 68 13 00W; and

LIQUEFIED NATURAL GAS SHIPMENTS IN THE PORT OF BOSTON
The Distrigas Facility in Everett, MA expects to continue
receiving shipments of Liquefied Natural Gas from the National Algerian
Petroleum Corporation. The shipments will be delivered throughout the year,
every two to three weeks during October through March and every six to eight
weeks April through September by Algerian and U.S. Flag LNG tankships. The
Captain of the Port will activate a moving safety zone around each vessel as it
transits Boston Harbor. In accordance with the regulations in 33 CFR 165.110,
all vessels must remain clear of the main ship channel two miles ahead and one
mile astern of the LNG tankers during the transit. The safety zone will remain
in effect around each vessel while the vessel is moored to the Distrigas facility
for the duration of cargo off loading operations. In accordance with the
regulations in 33 CFR 165.110, all vessels must remain clear of the moored LNG
tanker at a distance of at least 50 yards. Marine Safety Broadcasts will be
made every 30 minutes advising the vessel's location while each LNG tanker
transits the Port of Boston. Notification of the broadcasts will be made on
VHF-FM Channel 16, and the actual broadcasts will be made on VHF-FM Channel 22.
The Captain of the Port will keep the port community informed of LNG tanker
arrival times and associated harbor closures. Questions should be directed to

MA - GEORGES BANK AND NANTUCKET SHOALS
Due to beach erosion, on or about 13 JUNE through 1 NOV 1996
the light tower at Highland Light (LLNR 500) will be moved. During this
relocation process, a temporary light will be established
approximately 80ft. east of the existing light tower. The temporary light will
remain Fl
W 5s, but will be at a reduced intensity and off during

SEWAGE DISCHARGE RESTRICTIONS - HUDSON RIVER
The U.S. Environmental Protection Agency recently approved
two segments of the Hudson River as No Discharge Zones (NDZs). Zone one extends
from the Troy-Waterford Bridge (126th Street Bridge) to Lock #2; zone two
covers from Roseton (river mile 65) to the southern tip of Houghtaling island
(river mile 129). This regulation tookeffect beginning Apr. 11, 1996. After
this date discharge from type I and type II marine sanitation devices (MSDs) in
the Hudson River from 3 statute miles north of the Hamilton Fish Newburgh
Beacon Bridge up river to the end of zone two will be illegal. Boaters having
types I and II MSDs are urged to either convert to type III MSDs (with holding
tanks) or to use sanitary facilities on shore or leave the NDZ before
discharging. Mariners can obtain a list of pumpout facilities by contacting the

TEMPORARY SHELLFISHING BAN
The New York State Department of Environmental Conservation
will be prohibiting the harvest of shellfish from 4 July - 9 July, 1996. This
designation is necessary to protect public health and is required due to the
potential for sewage discharges from sanitation devices on the large numbers of
transient vessels which will anchor and remain overnight . The following three
areas will be affected by this temporary closure:
1. All waters of West Harbor in Oyster Bay, lying west of
Centre Island and east of a line extending northerly from the northwesternmost
point of land approximately 600 yards north of Brickyard Point (on Centre
Island) to the westernmost point of the beach pavilion at Centre Island Beach.
2. The Sand Hole, within Caumsett State Park, located near
Llyod Point.
3. All of Point Jefferson Harbor located easterly of the
northernmost point of Strong Point

MA - BOSTON HARBOR - SAVE THE HARBORS/SAVE THE BAYS. On
Saturday Afternoon, 17 August, 1996, hundreds of boats will celebrate
the cleaner waters of Boston Harbor with a historic concert
at an anchorage just off Boston's Harbors Islands to benefit save Save the
Harbors/Save the Bays. Hundreds of boats will raft up in a
sunflower anchorage for the night of 17 August and a large barge will be
anchored
in the middle of the flotilla.Reservations must be made in
advance to be part of the over night anchorage and a practice raft up will be
held on
22 June for anyone interested in participating. For more information contact your local

MA - MANCHESTER BAY - A safety zone will be established in
the vicinity of West Beach, Manchester Bay, Beverly Farms on 4 July for the
Farms-
Pride 4th of July fireworks. This will be in effect between
8:30 pm - 11:00 pm.and will extend two hundred yards in all directions around
the fireworks
barge and attending tug. Entry into the zone will be
prohibited unless authorized by the Captain of the Port Boston. A Coast Guard
Patrol vessel will be
on scene enforcing the safety zone. Violators will be
prosecuted.

FCC ELIMINATES VHF MARINE SHIP STATION LICENSE REQUIREMENTS
FOR RECREATIONAL VESSELS - REVISED - Recreational vessels (those not required
by law/statue to carry a radio) are no longer required to have a license to
operate a VHF marine radio during domestic operation. Domestic operation means those ship which do not travel to
foreign ports or transmit radio communication to foreign stations. This notice notice is effective 12 April 96
until further notice. For more

NY - AMBROSE - NANTUCKET TO AMBROSE - The research vessel
WAHOO will be moored over the wreck site of the ANDRIA DORIA 20-28
June, 1996,and 13-18, July 1996. They will be using a three
point mooring system and conducting diving operations to survey and photograph
the site. The WAHOO will be monitoring channels 13,16, 19
& 22.

MA - GEORGES BANK AND NANTUCKET SHOALS - On or about 28 MAY
through 15 JULY 1996 repairs will commence to Race Point Light (LLNR 485).
During this period; the light signal will not be affected, but the sound signal
will be temporarily discontinued. Refer to Broadcast Notice to Mariners for
specific information/project status.

NY - LONG ISLAND SOUND HUNTING BAY - Severe shoaling has
occured at the entrance of Eatons Neck Basin from the North into the channel
between Eatons Neck Buoy 2 (LLNR 26425) and Eatons Neck Buoy
2A (LLNR 26430) greatly reducing the navigable channel. Mariners are
advised to use caution while transitting the area.

NJ - SANDY HOOK - The United States Department of Interior,
National Park Service, has installed regulatory marker buoys in the bay and
ocean waters around Sandy Hook at the following positions: 40²25' to 40²28',
73²58' to 74²01'. The buoys indicate no wake zones and areas closed to boat
traffic. Spermaceti Cove, on the bayside,is closed to all boat traffic due to
wildlilfe management activities. Boaters are requested to remain outside of the
buoys along the oceanside beaches due to high numbers of swimmers using the
area. These buoys will remain in place until 31 October, 1996, when they will
be removed for the winter season.

MA - CENTERVILLE HARBOR APPROACH - Southwest Rock Daybeacon
has been damaged and is extremely dangerous because of a steel rod sticking out
of the top of the rock which is the remainder of the broken off daymarker and
it is very difficult to see especially at high tide. The remainder of the
daybeacon is at the following position, 41²36.4N, 70²19.2W. Mariners are
advised to use extreme caution while transitting this area.

NEW YORK - LONG ISLAND SOUND - HEMPSTEAD HARBOR TO TALLMAN
ISLAND - NEW ROCHELLE HARBOR - Notice of Proposed Rulemaking - At the request
of Westchester County, the Coast Guard is considering a change to the
regulations governing the Glen Island drawbridge across New Rochelle Harbor, at
mile 0.8, New Rochelle, New York, by permitting the bridge not to have
personnel crew the bridge from 1 May to 31 October, between 12 midnight and
8:00 a.m. and from 1 November to 30 April, between 8:00 p.m. and 8:00 a.m. This
change to the regulations is being proposed because there have been few
requests for bridge openings during these time periods. This action should
relieve the bridge owner of the burden of having a person constantly at the
bridge to open the draw, and should still provide for the reasonable needs of
navigation. Interested parties are requested to submit their views in writing
on or before 12 July 1996, on the proposed regulation change, to the office of
Commander (obr), First Coast Guard District, Bldg. 135A, Governors Island, NY,
NY 10004-5073. Copies of Public Notices 1-878 may also be obtained at this

NEW YORK - SHINNECOCK BAY TO EAST ROCKAWAY INLET - FIRE
ISLAND INLET - Vertical Clearance Reduction - Painting of the Robert Moses
Causeway bridge across Fire Island Inlet at mile 4.0 is in progress. A work
platform is installed under the bridge from Fire Island to Captree Island,
reducing the available vertical clearance by approximately 6 feet. A work barge
measuring 120ft X 30ft will be moored and tied to the fender system during work
hours. Hours of operation are from 0700
to 1800 daily, Mondays through Saturdays. This project is expected to be
completed by 28 June 1996. Mariners are advised to reduce wake and exercise
caution when transiting the area.

Channel Closure - Repairs to the fender system of the Madison Avenue Bridge
across Harlem River at mile 2.3 is in progress. A work barge is blocking the

when transiting the area.
