TEMPORARY SHELLFISHING BAN
The New York State Department of Environmental Conservation
will temporarily designate all of Three Mile Harbor, Town of East Hampton, as
UNCERTIFIED for the harvest of shellfish between 13 July - 17 July, 1996. This
designation is necessary to protect public health and is required due to the
potential for sewage discharges from sanitation devices on the large numbers of
transient vessels which will anchor and remain overnight in Three Mile Harbor
for a fireworks display scheduled for 13 July 1996. For further information

MA - NEWBURYPORT HARBOR AND PLUM ISLAND SOUND - The
following uncharted aid has been permanently relocated: Plum Island Sound
Entrance Buoy 6 (LLNR 9320) to 42²41'28.4N, 070²45'14.2W.

MA - BOSTON HARBOR - The Captain of the Port Boston is
establishing a safety zone in the vicinity of the Coast Guard Support Center,
Boston Inner Harbor, on 3 July 1996 for the Harborfest Fireworks display. This
zone will be in effect between the hours of 8:00 PM - 11:00 PM and extends for
two hundred yards in all directions around the fireworks barge SEAWORTHY ONE
and it's attending tugs. Entry into the zone is prohibited unless authorized by
the Captain of the Port Boston. U.S. Coast Gaurd patrol vessels will be on
scene enforcing the safety zone. Violators will be prosecuted..

CT - LONG ISLAND SOUND - The Pleasure Beach Bridge over
Johnson Creek at mile 0.0 is closed due to a bridge fire.

MA - MARTHA'S VINEYARD TO BLOCK ISLAND - NEW BEDFORD HARBOR
CHANNEL - There is a submerged object in the vicinity of Crow Island in
position 41²38.5N, 070²54.3W. Mariners are advised to use caution while
transitting the area.

RI - NEWPORT HARBOR -Test boring work is being done in the
following areas: Fort Adams first, which is estimated to take 1-2 days, Goat
Island second, which is estimated to take 3-5 days and the Goat Island Causway
last, which is estimated to take 3-4 days. The hours of operation will be
Monday - Friday, 7:00 - 3:00. On site will be a drill barge GUILD BARGE #1 and
a drill float, which will be monitoring channels 16 and 13. Mariners are
advised to use caution while transitting the area.

NY - NEW YORK HARBOR - The Harbor Operations Committee of
the Port of New York and New Jersey have issued recommendations for the Towing
Safety Sub-Committe regarding tug and barge operations in Ambrose, tow
configurations and vessel communications. For more information contact LCDR B.

RI - NEWPORT HARBOR - The Naval Undersea Warfare Center
Division, Newport, will be conducting excercises on the torpedo test area
located north of Gould Island Range Bounded within a perimeter as follows:
41²34.57N, 071²20.56W;41²32.33N, 071²20.56W; 41²32.33N, 071²20.32W;241²34.47N,
071²20.32W. The excercise will begin 1 July at 6:00 and end on 5 July, 1996.
The Navel vessel TWR 841 will be on site during the excercise. Vessels will be
prohibited from fishing, towing or anchoring and this will be enforced by
patrol craft. Mariners are advised to use caution while transitting the area.

APPLICATIONS HAVE BEEN RECEIVED FOR A COAST GUARD PERMIT FOR
THE FOLLOWING BRIDGE CONSTRUCTION/RECONSTRUCTION PROJECTS:

NEW YORK - NEW YORK HARBOR - RARITAN BAY - Fender Repair -
Repairs to the fender system of the NJ Transit (Perth Amboy) RR swing bridge
across Raritan River at mile 0.5 will commence on or about 17 June 1996. A work
barge measuring 22ft X 42ft will be blocking the north draw from 17 to 28 June
1996, mariners are advise to transit the south draw. On 1 through 5 July, the
south draw be block, and mariners are advise to transit the north draw.
Mariners are advised to to reduce wake and exercise caution when transiting the
area.
