I SPECIAL NOTICES
STELLWAGEN BANK NATIONAL MARINE SANCTUARY
The severely endangered Right Whale is a regular visitor to Massachusetts coastal waters. It is a slow moving animal that is prone to being involved in collisions with vessels. The National Oceanic and Atmospheric Administration (NOAA) has designated Cape Cod Bay and the region east of Cape Cod as Critical Habitat for this species, and has identified the Stellwagen Bank National Marine Sanctuary as an additional area of importance to the Right Whale. Vessel operators are reminded to use caution around Right Whales. Intentional close approach to Right Whales is prohibited and may result in a violation of federal or Massachusetts state law. The coordinates of the three federal areas of special concern are:
Stellwagen Bank National Marine Sanctuary - bounded by: 42 45 59N, 70 13 01W; 42 05 35N, 70 02 08W; 42 07 44N, 70 28 15W;
42 32 53N, 70 35 52W; and 42 39 04N, 70 30 11W.
Critical Habitat Area/Cape Cod Bay - bounded by: 42 04 48N, 70 10 00W; 42 12 00N, 70 15 00W; 42 12 00N, 70 30 00W; 41 46 48N, 70 30 00W and on the south and east by the interior shore line of Cape Cod, MA.
Critical Habitat Area/Great South Channel - bounded by: 41 40 00N, 69 45 00W; 41 00 00N, 69 05 00W; 41 38 00N, 68 13 00W; and

LIQUEFIED NATURAL GAS SHIPMENTS IN THE PORT OF BOSTON
The Distrigas Facility in Everett, MA expects to continue receiving shipments of Liquefied Natural Gas from the National Algerian Petroleum Corporation. The shipments will be delivered throughout the year, every two to three weeks during October through March and every six to eight weeks April through September by Algerian and U.S. Flag LNG tankships. The Captain of the Port will activate a moving safety zone around each vessel as it transits Boston Harbor. In accordance with the regulations in 33 CFR 165.110, all vessels must remain clear of the main ship channel two miles ahead and one mile astern of the LNG tankers during the transit. The safety zone will remain in effect around each vessel while the vessel is moored to the Distrigas facility for the duration of cargo off loading operations. In accordance with the regulations in 33 CFR 165.110, all vessels must remain clear of the moored LNG tanker at a distance of at least 50 yards. Marine Safety Broadcasts will be made every 30 minutes advising the vessel's location while each LNG tanker transits the Port of Boston. Notification of the broadcasts will be made on VHF-FM Channel 16, and the actual broadcasts will be made on VHF-FM Channel 22. The Captain of the Port will keep the port community informed of LNG tanker arrival times and associated harbor closures. TEMPORARY SHELLFISHING BAN
The New York State Department of Environmental Conservation will temporarily designate all of Three Mile Harbor, Town of East Hampton, as UNCERTIFIED for the harvest of shellfish between 13 July - 17 July, 1996. This designation is necessary to protect public health and is required due to the potential for sewage discharges from sanitation devices on the large numbers of transient vessels which will anchor and remain overnight in Three Mile Harbor for a fireworks display scheduled for 13 July 1996. MASSACHUSETTS WATER RESOURCES AUTHORITY EFFLUENT TUNNEL CONSTRUCTION
The Massachusetts Water Resources Authority is currently constructing an effluent outfall tunnel which will connect the Deer Island Waste Water Treatment Plant to a series of diffuser pipes which extend approx. 10.5 feet above the sea floor. This construction is scheduled to be completed in January 1998 when the tunnel will finally be flooded. During this time workers will be in the tunnel, and any damage to the tunnel or diffuser pipes could result in fatalities. Therefore, mariners are strongly urged not to anchor, dredge, or drag in a zone 1,000 ft to either side and each end of the diffuser area between the points 42²23'19"N 70²46'48"W and 42²23'04"N 70²48'14"W. MA - BOSTON HARBOR - On or about 15 July through 9 August 1996 the sound signal at Windmill Point Light 3 (LLNR 11650) will be temporarily discontinued due to construction. Operation of the light will not be affected.

MA - WEYMOUTH FORE RIVER - Exploratory boring work will be done from 27 July - 23 August, 1996. The hours of operation will be 7 days a week, 24 hours a day. There will be four borings between the Fore River Staging area in Quincy and the Boston Edision property in Weymouth, four in the MWRA Pier 2 Basin and four in Weymouth Fore River adjacent to the bulkhead of the Boston Edison Sprague Site. The borings will range in depth from 20 to 70 feet below the river bottom, and are estimated to take one day of work each. On site will be a 30 by 70 foot barge, which will be monitoring channels 13 & 16.

NY - SHINNECOCK BAY - MORRICHES
INLET - Dredging operations will be done in the offshore area of Westhampton
Beach, from 8 July until the end of September. The Dredge ILLINOIS, a 30 foot
cutter suction dredge, and various attendant plants will be deployed. The
dredge will monitor channel 16.

MA - WEST YARMOUTH - Dredging is being done at the entrance channel of Parkers River until 30 July, 1996. The hours of operation will be Monday - Friday, 24 hours a day. The vessel AGM will be on site. Pipeline is in the channel and Mariners are advised to use caution while in the area.

MA - CAPE ANN - The Cape Ann Rowing Club is sponsoring the Blackburn Challenge Race on 27 July 1996, 7:30 - 1:00. It will start at the Annisquam River Railroad Bridge, Circle the Cape Ann clockwise and end at the greasy pole in Gloucester Harbor. Mariners are urged to stay clear of the course during the event.

MASSACHUSETTS - NEWBURYPORT HARBOR AND PLUM ISLAND SOUND - PARKER RIVER - Proposed Bridge Replacement - The U.S. Coast Guard has received an application for a bridge permit from the Massachusetts Bay Transportation Authority (MBTA). This application proposes to replace two railroad Bridges across Parker and Rowley Rivers at Newbury and Rowley, Massachusetts. The work proposed is part of the MBTA'S expansion of commuter rail service to the north shore region.

CONNECTICUT - LONG ISLAND SOUND - NEW LONDON HARBOR - THAMES RIVER - Bridge Painting - On or about 8 July 1996, Racon Unit Installation will start at the I-95/Goldstar Memorial across Thames River, at mile 3.1. A Racon is a beacon which broadcasts a radar signal which appears as a line on vessel radar screens. The bridge line appears as a morse code character which identifies the bridge and marks the center of the channel through the bridge span. A Racon significantly aids the mariner in determining the center of the navigation opening at night and especially during periods of fog, rain or reduced visibility. Mariners are advised to exercise caution while transiting the area.
