I suggest you do some research of your own and look at some of the links on ARAP's site. Not all these links rule out the navy, so I guess Cmdr Donaldson doesn't need to send his own request, he's pointing you at others who have made them, and their conclusions.
I'd recommend 'twa800 casefiles' for starters, he names the exercises. 'altered-evidence' is another. The latter has a document with the information you're looking for, as far as US assets are concerned, but there are more, since the exercises involved NATO ships from a number of countries too.
