Only if the Navy isn't covering up gross incompetence. If it wasn't a Navy missile then how, with all of the assets deployed off Long Island, did the Navy allow terrorists to escape.
On the other hand, if it was a terrorist missile, why didn't the FAA reroute all traffic following TWA800?
